How many days being inactive to be a retired staff if I were a retired staff?
I don't think you would be have to be an inactive moderator... if you were a moderator and you decided to stop being one, then you would revert back to a regular member but with a "Retired moderator" title.

This is correct. If you wish to stop being a moderator, you can do so at any time.
Sometimes (pretty rarely though) if a moderator is inactive for a long time, they will be put to "retired" until they return, in which normally they'll have a PM asking them what's going on and if they want their mod status back or if they need a break/want to be retired permanently.

Then when can I apply to be a moderator when it is unavailable?
You can't at the moment. No one can. If they need moderators, they'll likely look at who's been actively reporting content that needs moderator attention and ask if they wish to be a mod, otherwise everyone has to wait until they decide that they want to open applications again.
I don't know when or if they have a planned time to bring back open applications.
