Do you want Minecraft to create a download which creates singleplayers, multiplayer, and server, any time, no lag? No lag for all those. Would You?
Do I want Minecraft (I'm guessing the program) to create a download (a random form of file in the interwebs?) which creates singleplayers (I'm guessing that 's' is a typo), multiplayer, and server, any time, no lag? No lag for all those, eh? Well, according to the laws of common sense, a lag-less enviornment is impossible for multiplayer servers, due to the fact that you'd have to consider the time it takes for the information from your client to travel to the server and back, and that's not even including the time for the server/client to compute Minecraft mechanics such as gravity, lighting, etc. No matter how much anyone wants this to occur despite its unlikelihood, it cannot be changed... The merge, though I hate the new single-player lag now, was made for a reason, and I'm guessing it was to make it easier for developers, which benefits us, as users, indirectly. Anyways, I'm going to answer your question.
Yes.

Lag is not just a factor of a program... It depends on computer specs, personal upload/download speeds, and the server's upload/download speeds. With proper hardware and ISPs, you will not have any lag. However you cannot guarantee every server would be lag free, due to the fact that many are hosted on very poor connections.
I think.
EDIT: I think he means a version of Minecraft with absolutely no lag...

Lag is hardly a matter of a simple program fix.
