When I go through a portal it gets stuck on the load terrain screen and then times out so I have to log back in and am in a random part of the map with no portal to go in. this is constant so I can never go in portals and go around the minecraft world or nether by portal. only way I can use a portal is if someone goes through it 1st.
I tried to contact tech support at mojang but they were useless and only provide help for account help aka money related stuff and they keep directing me to their forums which contain no info on my issue and they told me they can not help me they only offer the forums

Whats your fps normally on minecraft? This is pretty far sketched but if your computer is bad it could maybe not be able to load the nether.

If you have mistakes in something you create and don't like them yet release the thing you created to people. then you are letting yourself down and the people you send it to down. -SonicJDF
If the Nether loads properly when you follow another player through a portal, this does not strike me as likely to be solely an issue with the client (your computer).
Having another preceed you through the portal will affect the portal search/creation phase. (q.v. Portal Search & Creation for some supporting info.)
This should be testable if you can arrange to follow someone through a portal after various amounts of time; the behavior change should be at ~15 or ~60 seconds …
My guess from what you describe is that the load time for the server/connection/client group is marginal and exceeds the maximum if the portal destination search is not cached.

WARNING: I have an extemely "grindy" playstyle; YMMV — if this doesn't seem fun to you, mine what you can from it & bin the rest.
I use to be able to go through them no problem but when they did about 3 updates back ago is when it started doing this i never use to have this issue so one of there updates messed up my portals
