I don't think placing down an named armor stand item will summon a named armor_stand, nor can you use a name tag. To get a named armor stand, summon one with the summon command, and specify the tag CustomName. If in 18w01a, the name will be a JSON text component. if in 18w01a, the name target selector argument will not work either, due to a bug, (you could still test the nbt).
