At the request of the new owner I've gone on and fixed the site, undoing what the idiotic dev did to it (really, he tried to install apache over lighttpd, something like ~200 apache processes running.)
I can access the site only when I'm at school, but at home my computer still can't access it. And there's a big problem with depending on my school computers, because only two or three computers in the entire school allow students to download anything from the internet.
The site is currently down pending a physical restart. For anyone that's curious:
I have identified the ultimate issue; something that dev did completely mucked up the servers ability to do DNS queries, which lets it essentially find out where the servers behind an address are (ex: http://www.google.com). When you go to upload a skin, there's a little image used to stop automated bots from uploading spam. That image is provided by a server run by google (http://www.google.com/recaptcha). Because the DNS resolver was locking up, the sever couldn't find google.com, causing the page to freeze and the upload would never finish. This ultimately resulted in the server itself locking up with dead processes, which is why we're waiting on the datacenter to do a physical restart.
