There is currently a server-side problem, people. The only reason anything client-side appears to have any effect at all is because of coincidence when dealing with an erratic problem.
Their servers are having trouble. They know this and have stated as such. Their own help site bears this out: sometimes the login servers show as functional, sometimes they're reading as down. Thus, sometimes they work, sometimes they don't. Reinstalling Java, while likely not a bad idea, has nothing to do with getting Minecraft working again; it's sheer coincidence that it lets you in afterwards. If it presents you with the Play Offline button, closing the launcher, giving it a few minutes, and running the launcher again is as likely to work as anything else. The only reason Java would be suspect is if it's never worked for you (at all, or since system changes).

I have the same problem this morning. I've re installed java and minecraft and still have the same problem.
"Sorry, but we couldn't connect to our servers. Please make sure that your are online and that Minecraft is not blocked. (ConnectException: Connection refused: connect)" I have internet connection, I can log into minecraft.net, and I've made sure minecraft is not blocked by my firewall.
I'm not sure what could be causing this except for the servers being down but, https://help.mojang.com/ says otherwise.

I am on the internet, I can log into minecraft's site, but after deleting my .minecraft folder and firing it up via the new launcher, when presented with the login screen, I get "Sorry, but we couldn't connect to our servers." with the error "SocketTimeoutException: connect timed out"
AVG disabled, windows firewall disabled. Attempted to load it on a brand new laptop, same problem.
*edit* looks like the DDoS retards that have been harassing the internet's gamers for the past few days are to blame. Good job, you lifeless idiots.

I see that, but 1.6.1 was released on July first, along with the new launcher.
