Yes it actually was meant to come with the 1.5 update if you watched the stream announcing 1.5 and the Mod API at Minecon.
I watched that stream and remember that they had 2 panels, one for the. 5 redstone update, and another for the mod API. I remember also that in each, they were adamant that the API was NOT going to be in 1.5.
Don't feel bad though, nobody in the crowd at Minecon seemed to pay attention to the announcement either.
I'm happy to see the modding API coming out soon. However, I'm afraid what will happen to bukkit once the plugin API comes out. So much hard work put into it. I would like to see Mojang integrate Bukkit's API to the Vanilla API.
