This clearly sets Curse in the clear. I am beside myself here. It would have been nice if Curse could have clearly explained this instead of just telling us to talk to our governments. Would have solved a lot of frustrations.

As a blanket reply to those frustrated with the US/Canada-only aspect of this contest (and many/most of our other contests):
You have to believe me/us when we say we truly wish it were possible to just allow people from anywhere in the world to enter. We are very appreciative of all our users regardless of location. I am currently working with our legal team now to develop a system for at least a few other regions, but in the end my hands are tied based on what guidelines and legal text is given to me by our lawyers.

In Canada, it is pretty much impossible to hold a legal game of chance (only government lotteries, licensed casinos, and charities are legally able to do so). However, you are allowed to put an element of chance in a game of skill. The legal position in these contests is that they are randomly selecting individuals to take part in a game of skill, consisting of answering a "skill testing question". In the past the courts held the "skill testing questions" to a higher standard, but it isn't enforced.
And it is a perfect example of why there are geographic restrictions on these contests. All countries have these weird laws and many US companies will be familiar with these laws due to the amount of cross-border events. Now try adding dozens of countries the companies don't deal with on a regular basis that may have more stringent laws without an easy loophole (as in the case of Quebecand Massachusetts) and ones they aren't familiar with.
So I won but it's asking for my social security number in the email... Why would I give that out?
This is the method used for verifying eligibility, as demanded by our Legal and Accounting departments. My understanding is that for accounting/tax purposes we must be able to prove the eligibility of all winners. This affidavit is required in order to claim a prize. If you are unwilling/unable to return the affadavit, we will draw another winner for that prize, as stated in the contest rules:
Winner(s) may be required to complete, sign and return an Affidavit of Eligibility and Publicity/Liability Release and, in the event that any winner fails to provide the same within any reasonable timeframe requested by Sponsor and/or any Sweepstakes Administrator, such winner’s prize may be forfeited and awarded to an alternate entrant.
Unfortunately, not unlike the US/Canada region restriction, this is a requirement that is handed down to me from our lawyers and cannot be waived. These affidavits are kept in a locked cabinet and not used or accessed by any other Curse Inc. Employees.
