Amazing idea, I have to say. But, if that were to be added,it would either have to be a replacement for the Wither, or be added in PC/Mac edition, then be added in XBOX 360 later. Its a really good idea! Maybe in a dungeon underground, there is one spawner that summons him, then the spawner turns to bedrock, not obsidian, then when he dies, the bedrock disappears, has a little particle effect, and you have to kill him again. The second time, though, he spawns w/ 1/4 of his max health, and the first time he has a healing effect: half a heart every 20 seconds, so it's kind of risky to go back to your house to go stock up on the TNT you forgot. The second time he spawns, he can't use use his healing effect, and he drops........well............................whatever is decided. Great idea for this!
I think your attack damage is a bit overpowered for an 'Overworld Boss', I understand that you have this impression that the Lich should be some penultimate adversary, and probably based partly in your own RPG experience and possibly literature as well. I'm not going to dispute how powerful a Lich is or isn't, in fact from my opinion, am opposed to you in the opinion that a Lich is more powerful that a full grown dragon, but that is neither here nor there...
You had originally said that the Lich's fireball should be similar to a Blaze's fireball, which deals the following damage:
Easy: (3) or 1.5 hearts
Normal: (5) or 2.5 hearts
Hard: (7) or 3.5 hearts
+ chance to catch target on fire
It sounds like you want the ice damage to do slightly less (with slowdown), adjust down by (1) or 0.5 hearts across the board, and lightning to do slightly more (with stun and knockback), adjust up by (1) or 0.5 hearts across the board.
But at the same time, I think the ROF (Rate of Fire) is a bit light, I'd put the ROF every 2-4 seconds (with 3 seconds being an average), and no delay when switching from one form to another.
I like the aura idea to let the player know what to expect next, this can have a chance to change immediately following an attack (while charging up for the next attack).
I don't think that knockback should be an effect if a player closes to melee (within 1-2 blocks of the Lich), as this would seriously gimp any Melee type fighters too much in my opinion... instead I would propose that characters that close suffer from a life drain effect doing damage over time similar to drowning in addition to other possible effect (such as being on fire). If the player is too close, the Lich may prefer Lightning or Ice spells and tries to drift out of melee range.
Although Blazes are able to fly, they will stay on the ground or sink down slowly in the air when not attacking. Blazes will attempt to swim upwards in lava much like regular mobs behave in water. When they see a player, they will start flying and shooting. They will catch fire briefly before shooting a three round burst of Fire Charges. A short cool down period occurs between attacks.
Also, targeting accuracy/precision may need to be considered, as for the Blaze, targeting is described below:
Although the blaze has a near infinite attack range, it can't start attacking until you get within 16 block of it. The rate that the blazes fireballs hit is also limited by long range. A blazes firing precision is about +-7 degrees horizontally and its vertical precision is about +-2 degrees. Put in perspective, at 16 blocks, the fireball hits will go up to 2 blocks to either side and about a half block up or down. At 16 blocks, player standing still, about 1 out of 8 fireballs will hit the player.
So overall... Here are the spells and their damage + effects if done on HARD with NO ARMOR:
Fire - 4.5 hearts (9) damage + possible set on fire.
Frost - 4 hearts (8) damage + slows down. (If miss, could make a snow or ice block where it hits).
Shock - 6 hearts (12) damage + knock back and stun. Can charge creepers.
Reflection - 1.5 hearts (3) damage + extreme knock back. ONLY uses if close to the Lich.
Thanks for posting this. It makes it a lot easier to understand the spells he casts. But you said this was the damage was for hard mode. But what about the other modes.
Well. I wouldn't mind some things of his being adjusted slightly and such (like the damage, for example).

Does ANYBODY have any ideas anymore how powerful MAGIC can be these days? Who cares what the Lich looks like, they are powerful in the art of magic... All sorts of it actually. Mostly dark magic though, as to become a Lich you do need to get into dark magic the most... Heck, the only type of magic a Lich will NEVER use is pure light magic. Everything else though is free game! Plus since a Lich is already by nature a very powerful magical being, gotta remember the fact of the older you are, the wiser you are with magic... So a Lich who could be thousands up thousands of years old could be EXTREMELY magically powerful.
There is a reason why Liches are almost always the most powerful common enemy in RPGs (Like in The Elder Scrolls series, for example). Heck, some of the most powerful NPCs in the MMORPG known as "RuneScape" were originally meant to be Liches (though Jagex twisted some ideas and made a new creature on their own called The Mahjarrat).
Also, the main villain in the Harry Potter series is considered as Lich though a weak one as he hadn't completed the full process yet... And he was pretty much extremely powerful in that weakened state (let alone what he would've been if he was a full blown Lich).
Trust me, Liches are powerful cause of their magical abilities... They can learn, they can grow in power, and that is all they do for thousands and thousands of years cause they are undead. No need for sleep, food, or anything... They just work on magic, work on their power, and so on...

Elder scrolls liches are SOFT. I find them easy to kill because I never use magic, just physical attacks. A big giant smash in the face with a huge hammer will be more damaging than a spell. I do support this topic though. It should spawn zombies and skeletons around it though. I feel that we need more supernatural mobs.
Play Daggerfall (The second Elder Scrolls game)... Oh god, I hated Liches. If you did NOT have high resistance to magic in Daggerfall, Liches will just destroy you in seconds... They just like paralyze and bomb the **** out of you in seconds... DX. Also, in Oblivion... Liches can one hit you if you actually play on a harder difficulty and don't have around 60%+ magic resistance. Just saying.
Also, I count Liches as Mythology, not Supernatural.
Overall I like the idea. Im not sold on the whole "boss" angle though. I think just making it a highend mob would be better. Modifying stronghold generation to include a lich spawner sounds fine. Or maybe just lich dungeons?
Perhaps they can drop emeralds as a rare drop?
Also Greg makes some excellent points on the balancing issues and other technical aspects. Im in concurrence with him.

Easy mode is usually roughly 40% Hard mode damage, and Normal mode is roughly 65% Hard Mode damage. Based on these figures:
Hard damage = 4 hearts (8) would yield the following for Easy {1.5 hearts (3)} or Normal {2.5 hearts (5)}
Hard damage = 4.5 hearts (9) would yield the following for Easy {2 hearts (4)} or Normal {3 hearts (6)}
Hard damage = 6 hearts (12) would yield the following for Easy {2.5 hearts (5)} or Normal {4 hearts (8)}
More on the aura idea, if the Lich is acting as a mobile spawner for zombies and skeletons, maybe when it is time to spawn, (it takes one of the magical attack slots so it can't use fire/lightning/ice while spawning undead). The Lich could adopt a green aura right before spawning zombies, or a (sickly) white aura right before spawning skeletons.
(Also, off topic I know but the "Lich VS Full grown dragon" thing depends on the dragon and the Lich since both creatures can become very powerful or be very weak. In general though, a Lich would most likely win).

Firstly, dragons by default are NOT immortal. They need to sleep, they need to hunt and eat, etc. It is just, their lifespan is great. Hundreds of years long or even thousands in some cases. Only some universes has Immortal dragons.
Secondly, dragons cannot cast spells... They breathe magic. Also, dragons are, by default, limited to their element. A fire dragon can only breathe fire related magic. A frost dragon can only breathe frost related magic... And so on. In some cases, there is a rare dragon which can breathe all elements (like Spyro, the purple dragon) but these are rare cases.
Now can some dragons have paralyze, fear, minions, etc related spells? Yes but it depends on their element.
BUT then again... If we go down to the generic original dragon, than it is just a fire breathing lizard with wings really...
OR if we go with the shout form (like Skyrim) where dragons use "shouts" as their magic, which a Lich can learn btw, then yes. A dragon can most likely do everything in that case.

You probably haven't played too many table top role playing games then...A non-intelligent version of a dragon is a drake, not a true dragon, if it only has 2 legs and wings, then it is a wyvren (also not usually intelligent), if it is aquatic (especially if it has multiple heads) then it is a hydra (also not a true dragon)....
I've seen lore of Dragons where the dragon predates any humanoid race in the world, and several with lifespans as long if not longer in said stories.
Anyway, my point stands, you can claim that mythical creature A will beat mythical creature B in a one on one fight until you are blue in the face, but ultimately, that is only your opinion, and not one that is necessarily shared by everyone. Why don't we just agree to disagree on this point.

In other words, can a player turn it off by flooding the room (where it is located) with light? If so, what light level? (Most MOB's won't spawn if light level is >7, except blazes who won't spawn if light level is >11).
Would the Phylactory (aka Lich MOB spawner) be located in (or near) the Library in the fortress? (Seems to be a fitting location, and is usually near the End Portal).... In the open or hidden? (like underneath one of the bookshelves and hidden inside the floor)
What if you had to destroy all the spawners to kill him. The spawners would be attached to the litches life force and you couldn't get into the end without killing the litch and destroying all the spawners
1stly, I was thinking about making a new library room which is more "open" (room for fighting) and is more of a setting home for the Lich. This library room should be connected to the normal library rooms we already can see in the Stronghold.
So yes, the Lich will be in the library pretty much.

Which I decided to go with the idea that he doesn't respawn instantly (He basically let himself "regenerate" for a moment) and eventually he'll respawn with like 1/4 of his health. If he is left alone, he'll eventually heal back up. But if killed again and phylactory still there, respawn again and will keep going like this until the phylactory is destroyed.
Should also note that the phylactory might just be made out of obsidian so thusly will not be destroyable by T.N.T. and would require a diamond pickaxe.
