It doesn't have to be its own mob.
It could happen with regular zombie eggs only it would be like paintings.
You just have to get lucky with getting the one you want.
It would have regular zombie attacks and damage but with the chance to poison you like a cave spider.
It would drop rotten flesh with a 1 in 10 chance to drop 1-3 paper and a 1 in 50 chance to drop 1-3 string.
Also, as a possible add-on, they can survive sunlight.
Another possible add-on is if they leave the desert they start taking biome damage like a snow golem does.

But.. I got to say.. if it's something that's already a 1 in 200 chance to spawn, why make what it drops rare as well? Or why have it drop something that minuscule as that? When all's said and done, that's like a 1 in 10,000 chance of dropping paper.. what's the point in that?

i was trying to be conservative in what i was asking for. i see people asking left and right for outlandish(no pun intended) things from giant cthulu mobs to my little ponies that shoot lasers and play dubstep or hair metal. honestly the drop rate should be better. but thats where we all build from. the base suggestion. because we're all a community. the 2nd best community on the internet.

A lot of people just go "oh yeah that's stupid blah blah blah" and will even feel the need to break it down, to insult it piece by piece. Don't really add to the idea, just insult it and you.

Maybe a 20% per zombie spawn would work, or later down the road (if) when we get desert temples, they could spawn in and around them, similar to the PC's older Witch spawn method.
The same applies to the drops. The odds of having paper and string being collected usefully is very low. When you finally get a drop of paper, it'll be more of an inconvenience than a reward, particularly since paper is easy to mass-produce. Keep it a standard drop with some range from 0-4. The string could probably be a 0-1 range drop per kill since there'd probably be less "stringy" wraps than "papery" wraps on the mummy.
The sunlight resistance would some-what coincide with the PC's mobs with helmets feature, so I can see that working; them leaving a desert and taking damage makes less sense than the Snow Golems' equivalent.
All-in-all the concept is good, but the balance is off. Some adjusting and this wouldn't be a half-bad addition to the game.

I really was hesitant of the idea at first... Then noticed it being an actual decent idea. Although I am not really liking the biome border thing, as it is not a snowman. Don't really like that thing about the snowman either.
Anyway I think it should be 1 in 10 chance for it to appear. And the drops to be at least similar to what I have quoted, as that is a nice addition or modification.

I was thinking that since theyre mummies theyre associated with deserts and maybe since theyre cursed or whatever they cant leave the desert. and again i agree with the spawn/drop ratio being off but i didnt wanna be one of those people who make a suggeston for something OP, a treasure trove, or something else ridiculous. I was going for something reasonable and figured we could all tweak it til it fits.

So instead of dealing with the probabilities... why not just make a condition where zombies ALWAYS spawn as mummies, such as when a Zombie spawns on top of a sandstone block with a non-transparent block above them, then it will spawn as a mummy instead, this would make them extremely common within desert temples, while making them pretty rare outside of desert temples... although you could build your own Mummy spawning grounds.
Skeletons could similarly spawn under this condition as decomposed Zombie Archers, and cave spiders could spawn as giant scarabs, the spider jockey would then be a decomposed mummy archer riding a scarab. Maybe Creepers could be re-textured to be more serpentine/snake-like to help fit the theme.
But this could open up a host of different MOBs that spawn in unique environments/conditions instead of the standard MOB's
