This is normal mob spawner operation for the 360. There was a bug in TU19 that allowed mobs to spawn too quickly, and TU20 fixed it.
As for the issue with your Blaze farm, I believe this is because TU20 introduced a bug to the Nether that causes all hostile mobs to spawn throughout the world at full capacity. Because Blaze spawners are the only mob spawners in the Nether, they cannot function because the game will not allow more hostile mobs to spawn. Take a look in and around the Nether Fortress, and you will see lots of Blazes (and Skeletons). Way more than there ought to be. Open a world in Creative, enter the Nether, and try to use a Spawn Egg for any of the Nether mobs (Blaze, Magma Cube, Zombie Pigman, Ghast, or Skeleton), and you'll get a message like: "Cannot spawn any more hostile mobs in this world".
Except i am having spawners where i can just stand right next to them for a few minutes at a time and not have any spawns and as for the blaze thing thought spawners ignored the mob spawn cap ? Still definitly having spawner problems mineshafts with no spiders even with 3 spawners is weird

Interesting. I haven't encountered any "broken" Spawners in the Overworld as of yet. I found a Mineshaft in one world that I briefly explored. Unfortunately, there were no Cave Spider Spawners for me to even test this theory with. I'll do more testing and revisit later.
I honesty don't know what the rules are for Spawners and whether or not they ignore mob caps. It makes sense that they should. It can't be disputed, though, that Blazes are naturally spawning way too often. There ought to be a handful per Fortress, (aside from any working Spawners). Not 3-6 waiting for you on a bridge/parapet walk.

Haha yes agreed. There are far too many blaze spawning atm. The nether is a war zone. Walked in there with protection III diamond armor and died in less than 5mins. Super fun (sarcasm).

I've got a cave spider spawner in my world still surrounded by its natural habitat, and it spawned two spiders in about a minute. That seems a little too low to be dangerous...
i have same issue but my skelly spawn mobs 7 at a time that is a limit on mine[difficulty easy-normal] and never tried it yet on my spider spawners im sure spider is a pain in the ass keeps glitching on a small gaps using a slabs especially cave spiders with no posison carefull though cave spiders spawners spawned alot of mobs than my skellies spawner ..:D
Pre-update, spawner would spawn many (app. 5-10 mobs every 10secs), but now 2 mobs every 10-20secs.
And my blaze farm is dead :/

This makes sense, but to be 100% honest I would much prefer tu19 with redstone fix and duplication glitches fixed. By far the best update yet 😩
