I recognize that they IMPLICITLY said that current gamesaves will receive a world-size increase. At the same time, how many times have developers implied something would be a feature of a game, and yet it was never included? I'm really hoping they explicitly state that the current gamesaves will, in fact, receive a size increase. My guess is 4J is trying hard to make it work "without too much stress," but that they haven't yet managed it. The reason I say this is because I have seen several others share my same trepidation, but no official confirmation (that I am aware of).
tl;dr: Has anyone seen EXPLICIT confirmation that 360 gamesaves will receive a size increase when transferred to the One?

Well them stating they can make worlds larger but cant shrink them right after saying saves will transfer from 360 to ONE but not back from ONE to 360 kinda states that they will get an increase in size.

No it doesn't. What they said was worded in such a way that allows them to get away with worlds being able to be transferred from 360 to One, but in no way have they officially stated that 360 transferred worlds will get an increase in size. The only thing that was really stated was that worlds created on a 360 can be moved to the One, but worlds created on One cannot be transferred back as easily.
Increasing world size is very easy , shrinking it is very difficult.
That's all well and good. They still haven't explicitly said anything like "your current gamesaves will receive a size increase" that I have seen or heard. I'm aware that they implicitly said that we were getting a size increase. I've read and reread their statement. What I am asking is if anyone has heard anything concrete or official. Otherwise, it just looks like something they want to do, and something they think they can do, but may be something that doesn't actually happen. Just about every video game I have ever followed pre-release talked about features that never made it into the game, for one reason or another. I am concerned that this could be one of them.

"May not be there for launch, but we intend to have a Resize Save option, so you can increase the size of a save transfer world."
Good catch, and thanks for the heads up. At least they are being honest, and they are working on it.
Which brings me back to why I started this thread. Things would be so much easier if they just told us what's going on.
