How about being able to download modpacks, like Tekkit or Feed the Beast and such as DLC? I would certainly pay for it, and I'm sure the PS4 and Xbox One would be able to handle it.
Modifications are changes to the game made by the community. Contributing those as DLCs would remove their statuses as mods and change them to game features. I am not too sure if many people would buy DLCs, plus it would be ruining Minecraft's rank drastically.
Yep, I was talking about this exact same thing with a member of the Terraria Community Forums (that's where the thread was) and the member kept saying that people would buy Minecraft DLC as well as paid updates, and I kept telling him that most Minecraft players wouldn't like that at all, but he kept saying that they would. I hate seeing people think that most Minecraft players would actually pay for Minecraft DLC and Paid Updates. In my opinion, what he said is not true. Making people pay for Minecraft DLC is just absolutely retarded in my opinion, and so is making people pay for updates, but we don't know at all what might happen after the deal is finalized/completed near the end of the year. Also, Microsoft can't make people pay for modpacks either, because those mod packs are created by members of the Minecraft community and aren't created by any Mojang employees at all. I'm just hoping MCP and Minecraft Forge are updated soon so that mod developers can start updating their mods to 1.8.
Also, I'm quite surprised we haven't seen a Minecraft 1.8.1 release or a 1.8.2 release yet. I thought we would see a 1.8 point release already that would fix some bugs from 1.8.
EDIT: Whoops. Didn't realize the OP was talking about bringing mod packs to the console editions. In regards to that, that probably won't happen anytime soon, as consoles have never supported modifications to games. So sorry, but I don't see mod packs coming to the MC console editions anytime soon, if at all.
EDIT 2: Inserted my initial post into a spoiler so that if @Ampulugator wants to read what I initially posted, he still can.

Locking.
