I'm having the same problem since 1.2.4. However, I eventually found out that the rain DOES make a sound when I walk to lower grounds, or sometimes when I move/fly to a different location. It's almost as if the game thought I was passing through desert biomes, turning off the sound of the rain, but I'm not passing through any deserts when that happens. It happens depending on heights and sometimes non-desert locations.
I've not using any mods at all, and it happens on any worlds, old and new, that I tried.
Happening to me as well. My particles settings are on "All". I'm only encountering this problem on the edge of an Extreme Hills biome. There's no sound at all on land, but when I get close to the water at the edge of the biome, the sound kicks in. The closer I get to the water, the louder the sound is.

i am experiencing this in 1.2.3 (still waiting for mods to update to 1.2.5, but even on vanilla 1.2.3 the problem exists) as well, and also in the extreme hills biome at ground level (64), but it works in other areas. i looked on the wiki bug page for a bit and didnt see it listed there, but that thing is getting so unorganized with people putting random unverified bugs, comments, and dummies using it as a support forum its not even worth looking through anymore.
I've had this problem in extreme hills biomes, and only there. Rain doesn't make any sound, and it doesn't collide with the ground. It works find in all other biomes. And I'm one of the eight or so people who actually like the sound
Here's a picture of it - the biome on the left is 'river', and on the right 'extreme hills'. Particles bounce off the ground in the river biome, and the rain just disappears into the ground in the extreme hills.
I was also having this problem. Although, i'm not sure what biome i'm in because i'm living on an artificial island in the middle of the ocean, I have Minecraft 1.2.5, and TooManyItems (but i don't use it unless absolutely necessary, mind you.). However, I have discovered that redsand is right in saying that this problem only occurs in most circumstances as a result of the particles setting being on minimum.

Press F3, and look for "b:" and it will tell you your biome.

I played around with it, because I've had this problem too. I discovered that the sound disappears if the particles disappear, whether it is because you've turned particles to minimum(like already stated), you're in the extreme hills(also already stated, which is a bug), or if you use something like optifine and turn the particles off.
Bottom line is; if the particles doesn't appear, neither does the sound.
Did you make sure your sound is up both on your system and on minecraft?
