I recently got a computer with 8GB of RAM, and Minecraft has worked flawlessly at 30-40 FPS on max settings. I have recently modified it with the Better Water (or whatever it is called) mod, and it was having lag spikes. I know my computer can handle running it, but Minecraft seems like it deosn't want to use any of the spare memory that I have. Is there any way I can fix this?

By default when you launch Minecraft, it launches Java with '-Xmx1024m -Xms512m' which only lets Minecraft use 512-1024MB of memory. To launch it with more memory launch Minecraft with more memory you need to do "java -Xmx2048m -Xms2048m Minecraft.exe net.minecraft.LauncherFrame"

If F3 does not show that your heap is being used over 50%, then heap size is not your problem.
Increasing heap size unnecessarily can reduce your performance.
I don't know enough about Better Water to know if heap may be helpful or harmful.
Here are some more details:
- It only lags when there is water in view
- It spikes up to the top (I haven't seen it go up past half the screen since I got this PC)
- It lags in intervals, there is not a drop in like 10 FPS
