While playing Minecraft I ran into an issue that when I would pass over certain parts of the terrain in single player I would suddenly get a quick sound stutter which would cause me to lag from a steady 150fps to between 1 and 5 fps causing the game to severely lag for 3 to 5 seconds till I was past that area this was repeatable and on several of my worlds although the lag did go away when I shut the sound off completely. I searched the forums and found others with the same issue but no solutions so hopefully this will work for anyone else who has the same or similar problems.
Here is what I did it only takes a few seconds:
1. Download the file oalinst which is the OpenAL installer for windows from the Creative Labs Site works for both windows 32bit and 64bit:
Thank You For Posting This
I haven't been playing for very long and I started working with minecarts the other day. When I took a ride through a tunnel under my farm land and all the animals started making noises the game would get very laggy until I moved far enough away. This also happened when it was raining. But after installing Open AL things are now smooth.
I did notice that it seems there are not as many concurrent animal sounds as there were before but more testing needs to be done to confirm that.

2. Unzip and install only takes a few seconds this will create a new OpenAL32.dll within the Operating System.
3. Locate OpenAL32.dll and OpenAL64.dll in your .minecraft file they should be in .minecraft/bin/natives/ rename both of these files.
4. Start Minecraft I did notice after doing this the game did take extra time to fully start.
5. Play Minecraft like you normally would if you were having the same problem I was the issue should be fixed.
Hopefully this works for anyone who can use it and let me know if this helped you out.
