I tried to make a server for my first time a long time ago downloading Minecraft_Server.exe and started to run my own server, but since others were unable to join I abandoned the server, deleting *ALL* it's files. Now I'm back again to try and create a server (already attempted via Bukkit and Minecraft_Server.exe) but it says my IP address is already with another server (I would suspect it means from my original server) and now I can't get any other way to host the server publicly. Is there any way I can make my server become free again for me to register to my new server?

When running servers, you have to type 'stop' into it to properly close it. If you click the 'X' button, it will stay binded to the IP.
To unbind it, do the following:
1.) Press Ctl + Alt + Delete
2.) Click Task manager ( If you are in windows XP, it will just pop up)
3.) go to processes, and end anything named java.exe
