I want to make a minecraft server to play with my buddy across the street from me.
Now this is what I want to do with the server:
To replicate singleplayer exactly (survival mode)
To have everything normal that would happen in singleplayer such as when night falls mobs spawn, when day comes they burn, etc.
Now some Questions:
Can I make my server private? (Just me and my buddy playing, no one else)
How much does it cost to host a server?
I could use any help, links to youtube or other sites how to set up a server, etc.
You can host a server using only what your internet connection runs off of, aslong as you have access to your router and can log into it in order to do port forwarding.
To copy a Single Player save over to your server, simply copy which world you want into the folder you keep your Minecraft_Server.exe/.jar in, and rename it to "world" with no numbers.
Everything is default like single player so that should not be a problem for you. But if you want to edit the server settings just open the server.properties file in the server's folder with notepad. The things in the file should be self explanatory.
Servers are basically private at default since there is no server list to view other peoples servers on, you'll have to give out your IP or noone will find your server. So simply just give your friends you IP ( http://www.whatismyip.org ) and tell them to paste it into the Multiplayer menu in the Minecraft client.
But before you actually start your server you'll need to forward ports, so other people can actually connect to your server.

To access your router, simply open your web browser of choice, and in the address bar, type
"192.168.0.1" without the quotation marks, and it will take you to your router.
If it asks you for a password, only you or whoever is paying/in charge of your internet connection knows the password. But it is at default set to no password with "admin" as the username.
When you have setup your static IP the next step will be to find what port Minecraft uses.
25565 is the port you'll want to forward, set it to both TCP and UDP and it should work fine.
And that is basically it, after you have forwarded ports, start your server, and go to the link to find out your external IP address, give it to whoever you want to connect to your server. and voilá!
To connect to your own server however you will need to connect through the static IP you have, connecting to your external IP address won't work (atleast not in my case).
Your local IP is 192.168.0.1, so try connecting to that. If that doesn't let you into your own server: Paste your static IP address that you just set up and hit connect. If that still doesn't work, I'll have no idea what can fix it so you'll have to turn to someone else for that.

Not if you already have a PC to run the server on. Apart from electricity and internet bills...Renting a VPS or Dedicated server costs money, obviously. Prices can range from $20 to $200 a month easily.

The folder Minecraft saves its data to is initially hidden, so you have to make sure you can see hidden folders.
Search up "Folder Options" into the Start Menu search bar (if you use Win7 or Vista), and click Folder Options. Or go to Control Panel > Folder Options. Then hit the View Tab, and under "Hidden Files and Folders" hit the circle that says "Show hidden files,folders, and drives".
Then go to Start > [Your Username in Windows, usually at the top right], you'll see a transparent looking folder named "AppData", go into that, then go into the "Roaming" Folder, then from there you will see the ".minecraft" folder.
Your saves and worlds will be in the Saves folder.
I've done all of this, and me and my friend got on and it was fine. The next time we tried to get on it said "Failed to bind port" and I have tried to fix it but nothing at all will work. Any suggestions of what I should do?

Next delete the minecraft server launch application, and download a fresh one.
Put everthing you need/want back in, and your good to go!
