I receive hundreds of e-mails each week, it does not take me more then 5 minutes to look through them all and decide which ones are junk and which ones are important. Hell, he even asked people to put the topic of the e-mail as REFUND so he can find it easier. He does not need an army of people to look through his payment e-mails. Ask a friend or family member, simply as that. It is very obvious that he is not reading his e-mails, otherwise I would not be in this situation and I would have received a refund by now. You can't make a e-mail and then tell everyone who has payment issues or refund requests to send you concerns to said e-mail and then not check that e-mail. He should be checking it daily, it is part of his responsibility when he decided to start his own little business selling this game to thousands of people.
It is not all about me. Do you think I am the only soul that has purchased this and then asked for a refund? No, there are probably countless others who asked for a refund and are in the same boat as I am. I just happen to be the one making is publicly known that there is very poor customer service and letting people know I have yet to receive any replies to the refund request I sent to him, oh and still no refund.
The reason I picked up this game is because a friend said I may like the full version. I took his word, played the full version for awhile and what do you know, turns out that I am unhappy with what I bought. I am glad that you like to throw money away, I guess not everyone is as rich as you are.
I have talked directly with a Paypal employee. They agree with me and suggested I wait a few mores days for him to give the refund, then they told me my next step would be to dispute it through Paypal. That is exactly what I will be doing.
Did you read the part about his account being suspended? Did you tell said Paypal employee that his account has been suspended? He's not capable of paying you back at the moment.

You can tell us the amount doesn't matter, but it really does. You're getting upset because a man without an account is unable to give you back money you gave him a while ago, money that can just about buy you... what does $13 buy these days? Two McDonalds meals?

When he decided to sell his product to thousands of people, he should have realized that he will get thousands of e-mails regarding technical and payment issues. Clearly if it is too much work for him, he should ask someone he trusts to work the e-mails. It is simple as that, it makes the customer not feel like they are being ignored and it will get refunds out on a timely manner.
You can sugar coat it and make any excuse you want for him, but the fact is this is very horrible customer service. In my own opinion, customer service is top priority for any business.
I'm mostly not going to argue what $13 dollars means to a person because if you want a refund, you want a refund. But do you understand the current extremities of Notch's situation right now?
I remember Notch saying somewhere that the volume of emails was beginning to overwhelm him back around January and that he wasn't going to be able to answer every individual query. This was back when there were just around 500 daily purchases maybe, where nowadays Notch gets a consistent 4k sales a day. I'm sure you're able to interpret the volume of emails he has to go through. This coupled with his constant traveling over the past few weeks probably has set him back.
As a developer Notch does have a responsibility to uphold his promises, but as a customer you should understand with a company, or much less a lone independent developer, that sometimes an obstacle called life does in fact get in the way.

Then the publicity came mid-Summer right as Notch was beginning traveling and Minecraft's popularity spiked, doubling then quadrupling the daily sales. This has all clearly overwhelmed him, which is why he's planned to hire people to help him out.
This extreme popularity was not always here and is still settling in; Minecraft has become very popular very quickly.
He should have expected, or at least planned ahead of time for the increased popularity. Whether it would have happened or not, at least he would have been better prepared.
