How would I from a home internet (150Mbps download and 160Mbps Upload *Bussiness FiOS*) get 2 ports, both the 25565 port but with a different IP for each server in the area where it show "server-ip=***.***.***.***". Bigger server hosts do it and I will do "almost" anything to get that. How would it be done because there are more than 2 servers with a 25565 port and less routers on their servers than 25565 ports. But How would I get an IP to put in the "server-ip=" area *See Attached Image*. When I was given a server that had an IP in hte server properties already (The guy was hosting the server at the time) it said that the port was already in use but it started with a 10.***.***.*** (it was an external IP) and mine is a 17*.***.***.***. I dont live near him nor is my internet connected to his. so where and/or how would I get another IP to be able to do that.
You could try contacting your Internet Service Provider to see if they offer additional IPv4. Since your a business class customer I do believe they would be able to offer this for you, just beware they may charge you like crazy monthly fee for one (not like the usual $2 per month).
You cannot run more than one connection to 25565 on a single IP. Either the ISP needs to give you another IP or you can just use an alternate port and SRV records so users don't have to type ports... for example, Euphoria is 167.114.208.39:25570 but I setup DNS and a SRV record so people can just use euphoria-mc.com with no port designation.
Also, it's best to leave server-ip blank. It's only there for multihomed systems that are binding to the wrong IP; it allows you to force it to bind to a specific one. On most systems it's not necessary to set it and most people screw it up anyway which causes the server to not work.
Oh, and 10. anything is not an external IP. The 10 network is a non-routable class A network - that means anything starting with 10. will not route over the internet.

I have a DNS, hostname and everything. How would I set up an SRV record?
