Me and my buddies (with the same internet service provider and live in the same town) like to play on minecraft servers together and at the worst times were pushing a 55~70 ms latency(but usually more like 30 ms. Definitely playable, we even use Skype and have no problems playing mod-packs like T.P.P.I. and heavy Greg-Tech packs with no problems (except for my tendency to curse/love Greg). Then one day they agreed that I should host so we can screw around with mods that are usually banned (like pocket dimensions).
Upload: 1 Mbps. Download: 14 Mbps (In megabytes per second not megabits per second) I can watch
My situation:
I know how to port-forward and all those goodies. My problem is that both of my friends experience anywhere between 23 and 40 seconds chat and block lag when I host. (hosting modded minecraft) and this is their latency when we are all at the plain Jane spawn area. It's not server lag. It's connection lag. I blame the ISP. I suspect foul-play on their end.
What can i do? Any ideas?
I mean honestly. If I was a good with a rifle as I am with computers I could literally shoot my buddy's modem (he lives about 1.3 miles away). I just want to play minecraft with them, is that too much to ask?

Your main issue is network that upload speed is slow and most times the reason why people have issues hosting.
While Minecraft doesn't use crazy bandwidth unless you are hosting very large servers we have had a few over 100Mbps however those are large bungee setups with 2000+ players.
The 1Mbps upload is most likely creating issues for you not sure if you can do much about it other than try upgrading the plan however that most likely would cost more than going with a hosting company itself.
Thanks for the reply. That's what I feared. Unfortunately I have the best service that my area is offered :\ (When I signed up for 15 Mbps I assumed 12 down 3 up)

Ridiculous overkill. Mind you. 16 gigs RAM@2400 MHz, 4 cores (Intel devil's canyon) @ 4.4 GHz, GPU EVGA gtx980 (with a superclock).
