I'm not super knowledgeable when it comes to networking. I ran into a problem and I can't figure out what's causing it. I just run a personal server that hosts only a handful of people at a time, it's just for my family.
First I set up a modded "Better Than Wolves" server and it seemed to work find. We decided later to reboot the server with hand-picked mods using forge. So I set up a forge server with around 11 mods and it seemed to work fine. I was able to log in locally (from within my own network at home) and play just fine. But later I realized playing on it from outside the house it's very very slow, unplayable even. Updates are very slow and you just rubberband everywhere constantly. My brother confirmed he has the same problem playing from his apartment. Strangely, though, ping seems fine (~50-100), even though it seems extremely laggy.
So my question is what could be causing this problem when:
a ) the BTW server worked fine in all cases
b ) playing locally from within my network works fine
c ) ping is reasonable in all cases
My first instinct is that one or more of the forge mods are causing problems. I just don't understand what the nature of the problem could be. Thanks in advance for any advice!

Just in case it matters, I'm using forge for MC v1.7.10 with these mods:
Could be bandwidth issues (upload/download), on either the server's side or the client's side. Check that out and ensure you have sufficient bandwidth on both ends.

Could also be lack of RAM that can cause issues also.
