Also, no. Mods add tons of stuff but lots of them are buggy, require lots of processing power (much more so than vanilla Minecraft), and many of them clutter inventory very easily due to the amount of stuff added. I think Mojang is trying to keep the core game simple, and that's exactly what the should be doing. What they need to do is add better mod support, ie. the plugin API, so that using mods is easier. The optimal situation could be something like what Bethesda does with their games' mod support.

Minecraft *has* been adding things from mods into the main games for some time. We got a lot of redstone in 1.5 (redpower) horses in 1.6 (Mo' Creatures) and are getting biomes and graphic improvements in 1.7 (Biomes o plenty, Optifine, and others). There will be more in the future. The two mods you mentioned, however, probably won't be anytime soon. We got a bunch of Redstone in 1.5 so it will probably be a while before the next go-round. IC2 is not a good fit for the fantasy basis of vanilla so probably never. My bets for forthcoming stuff similar to what's in popular mods are more detailed villages, more ores, and alternate dimensions.
