I would imagine that they chose to use available resources instead of creating brand new content to accommodate the hay block. Using the grass blocks is a viable option though, it would give a use to an otherwise pointless item.

Like PsychoIncarnate, I prefer they use wheat because the wheat looks the most appropriate; none of those grasses would look anything like the hay bale if you were to bunch them up. It's also nice to have a wheat storage block (if they ever make hay bales reverse-craftable), and I don't think "grass storage" would make as much sense.
Also, this reminds me how the names of these objects don't really mean anything. The reason sugarcane can be used to make paper is because sugarcane in Minecraft is also supposed to fill the role of reed plants such as papyrus.

technically it's the other way around. They were called Reeds and used for paper long before you were able to turn them into sugar; when cake was added Reeds were ret-conned to be sugar cane.
That doesn't detract from your point, of course. Just that it's preferred to add more capabilities and crafting recipes using existing items than create a new one; which is why in that case Notch retconned Reeds to Sugar cane, rather than creating a new Sugar Cane plant.
That's not a very good example, as paper can also be made from sugar cane in real life.
Nevertheless, I agree that it would probably be better to just rename the existing block to straw. It really would be nice if Jeb could come up with some other use for the grass plants, though.
While I don't disagree that it is a design that Mojang could have made, I don't think the subject of this topic is worth nitpicking over. From a gameplay standpoint everyone should love to have the more compact storage for wheat that the new hay block affords, whereas tall grass is not even collectible without using shears and has no other value once you have a wheat farm going and I don't think they need much more use than their primary value which is aesthetic. From a realism standpoint your viewpoint makes sense, but Mojang has never been afraid to design things a little more around fun than realism.
I will say that I think your suggestions to use shrubs is a bad one. Personally I view dead shrubs as like tumbleweeds in the desert and normal shrubs as like ferns in the jungle and have re-textured them that way in my personal pack.
The only thing that bothers me about it is that you can't turn it back into nine wheat once it is crafted.

This so much. I want to build a massive silo full of stacked hay blocks, and actually be able to retrieve and use them.

I guess if you whine to Jeb or Dinnerbone enough they may either change the name of the Hay Bock or add a Straw Block which is slightly greener. Maybe the Hay Block (or whatever) should drop Wheat when mined, like clay does, after being placed.

Oh I didn't know that. I had just assumed it could be. Wonder if they just hadn't added that or if the hay may be intended as a special food for horses or something.
First people complain about how complicated the game is getting. Then they complain about intentional errors to make the game more simple. (Like apples from oak trees, paper and sugar from the same reed plant, spruce trees that can look like pine, etc.)

It's probably one of the better food types that can be given to a Horse, in terms of healing properties anyway, feeding them Hay Blocks replenishes 10 Hearts (20 health).
