9 is fine. Quartz is incredibly common right now. Not to mention that it should be consistent with other mineral blocks.
But you must be very endgame to be able to bulid a house out of iron blocks, and given that quartz is as common as iron, it'll be very time-consuming to have enough quartz to build a house.

ore generation frequency ≠ frequency of player finding the ore.
Try to go to the nether, you will see it everywhere in the walls, in the floor and in the ceilling.
Not only that, but the nether is made of big open space, which make it even easier to find.

Yeah, but Quartz is much easier to find because you don't have to dig for it. Seriously, actually go play around in the snapshot and let me know how hard it is to find quartz. Basically it's super-common (like as common as coal is in the overworld) so using it shouldn't actually be an issue.

What KoishiKomeiji and Debugman18 said. Plus, fortune actually affects quartz, which means it takes no time at all to get stacks and stacks of the stuff.

I have a lot of ideas on what to do with it.
I think it should only require 4 quartz because 9 quartz would be too expensive.

...but that's just like, my opinion, man.

This is going to look amazing on builds.
