The problem with wool is that for wool to continue to function as a basic block it must be saved in the chunks the same as it is now. If not, it would cause huge issues for the current world save system (also large wool structures would cause the world save to be huge). Thus to add all the colors one would need millions of data values attached to the wool block.
However this isn't a problem for items, which are stored in a much different way. Tile entities, like items, are able to store extra data, and are attached to blocks. Chests and furnaces are examples of such things. While converting wool to contain a tile entities would have ill effects, Beds should be possible. Beds already have many of the restrictions that tile entities require, plus nobody builds large structures out of beds, thus the world save size is not a problem. So while wool is a no, there is always a possibility that beds could still get colors.

Probably. Of course, they would have to completely rewrite beds. Also, arrows would destroy beds, which could cause problems.
