Getting the villagers in that enclosed area. How do you propose to do that legit?
I wouldn't say to nerf it just yet. The only way to get those villagers up there is in creative. And people will spawn in iron even if they do nerf it, so what's the point?

Bring at least two villagers via minecarts or a dirt tunnel.
You can lure villagers to "breed" by putting them in a enclosed space surrounded by doors like this:
Give them time to multiply and then push them into the pit.
Also take note that you can do this underground too.
Even with breeding the villagers im not sure if this is really reliable, i have some doubts about the time and the effort compared with the benefit (the loot).

You just need 15 or 16 villagers, which isn't that much.
"Breeding" villagers is easy and fast.
And since the golem fall off the radius, it's respawn constantly.
You can make 1 stack of iron blocks with is.
I wouldn't say it needs a nerf just because you're 'exploiting' it. Should they nerf how much experience mobs drop because you can make traps from spawners?

Figured out my problem:
They spawn in the houses. xD
you need to put the villagers in one central point.
Then the golems spawn in a 9x9x6 radius.
If you manage to put the golem outside of the radius (in my farm via the water stream) another fresh golem will spawn again.

It's only totally useless if you make it totally useless by making that farm. If you want to farm iron, go ahead. Have fun taking away half the point of the game.
I'm still not getting this, but I can see the evidence for myself.
They should probably work like Endermen and Blazes,
where they only drop their loot if the player manually kills them.

You load villagers in this cell, you need +/- 15 villagers to spawn a golem. Also the door is necessary.

Just make sure that it's the only "house" around, hence the door.
Come nighttime, they all rush in.
The walls are higher than usual because every solid block in a 9x9x6 radius (the center of this are the testificates) a golem can spawn.
This why it's so much easier to built underground.

- gold farm via pigmen (9 nuggets=1 ingot)
- iron farm via golem
- furnace fuel via blaze farm
All we need now is a mob which drops diamonds!
