While doing a fly over on my server of unexplored land, 1000's of blocks away from spawn, I noticed biomes started generating in around 10x100 strips that look TERRIBLE. I am wondering if this is a problem in all maps or just possibly weird seed?

It must have to do with the fact that your map was genned before the switch to the anvil world format. The only way to fix it is to generate a new world.
I've seen it happen too, though I believe it was the previous snapshot that I noticed it. I had these small desert strips of maybe 10 tiles wide ripping through things like mountains and stuff like bizarre stripes. On the plus side I found an abandoned mineshaft easy (was like viewing a chunk error).
That's pretty funny considering they actually improved biome locations and blending. It is most likely a bug with that new bit of coding and we will see a fix soon
