Don't have a 1.9p5 environment to test it.
However! Something to note is the further away from the splash point the player is; the lower the effect will be. IE: its like an explosion, the player standing on the point of impact will get the full buff while players further away or on the edge will have a diminished duration buff.
Technically it is a splash effect, not area of effect effect. Just read a few days ago that AoE is constant over range, splash decreases with distance.
I think my favorite thing to do so far is to toss a Speed and Strength potions to my wolves and watch as they completely mow down anything that hates me.
