Once a tool has an enchantment, you can't put it back in the enchantment table to enchant it again. However, you can get multiple enchantments on the same tool by getting lucky the first time around.
that would explain why at lvl 7 and 16 my iron sword got Firebrand I.
do we yet know the level ranges at which each enchantment( and level of enchantment) can accrue?
