So mojang said they would code freeze on the 18th...well that's in two days and they released the 4th pre-release a couple days ago....so I'm sure the bugs are probably still there..
So my real question is, "1.9 before the full release or 1.9 = pretty much full release with no bugs...."

Nooo , because of it just being pre-releases all the way until minecon , no one will want to update their mods or tools ( MCedit ) , this sucks , why notch cant release 1.9 , and then every week do the bug fixes as 1.9.1 , 1.9.2 1.9.3 1.9.4

Modders are going to have to redo it for release anyway, it's one freaking month, let them finish it properly, this is the problem with an open beta like this, they're influenced not by things that are real concerns at release but by us.
Feature freeze doesn't mean "No more coding done from that point, take a holiday til MineCon."
It means no new overarching features will be added. No wizard mobs. No aeroplanes. No finite water. No pumps, new mobs, balloons or farming methods.
Plus, we're likely to get 2-3 more prereleases as we get closer to MineCon as well. The last 4 have been weekly, so that's looking like a promising schedule.

If Mojang came out and said, "okay, they'll all be bug fixes until Minecon", I'd be less confused.

That will give us one month to focus on just fixing bugs, cleaning up the code, and optimizing the performance to make sure the release will be as good as possible.
