Minecraft is in beta after all, so, from my perspective, every new version should be an update. For example, right now the latest version would be 1.9.3, rather than 1.8.1. It just seems redundant to basically have a beta, for a beta.

Minecraft is following in Google's footsteps as far as betas go, IMO. Gmail was complete a long time before they dropped the "beta" tag, and they're still making changes after its release.
I see Minecraft doing the same thing. The only thing "releasing" the game will mean is Mojang has spent about a month or so fixing bugs and tweaking performance. After that, however, I still expect they'll be changing the game and adding new features. I don't think they'll stop adding stuff to the game after its release.

Extra testing in very unfinished builds for those people willing to put up with extra bugs to try out new stuffs. They're being nice and letting most people have the more polished older version be the default.

I would believe this, except that ALL of the 1.9 pre-release versions have been LESS broken than 1.8.1 currently is.
It is not possible to save the server map without significant chunk errors in 1.9+, so there's a bug for you.

I think you misunderstood me. I'm not complaining about it, I just found the way Notch is doing this as odd.
