You're misinterpreting effect with special effect.
But it is something you see. You don;t see effects, you see special effects. He also said it doesn't work to great in screenshots, which also implies that it is not only visual, but animated.

Water is animated, maybe tar pits will be too. I think it's either a tar pit or dust.
If it was atar pit, he would not be saying he added an effect. However techncially correct that phrasing may be, it is not how anybody would actually phrase it. You are stretching to support an interpreation that doesn't really make sense.

It makes sense to do, snce it makes thegame feel a lot more polished. Seeign all the caves through a glitch is immersion breaking and ufairly advantagous to the player. You wouldn't see it often, but it is a significant change.
Hmm a fix for the missing chunk bug would make the most sense so far, I'll be sad to see it go because it was interesting but on the other hand I'll be glad to see it go because I always tried to look away when it happened as not to spoil too much of the surprise.
Stop us from using our magical powers (glitching) to see through the world. No word yet as to if we can still use X-Ray, highly likely that we will though.
I'd like to point out the probably never notice part, you're most mentioning things you'll see nearly every single minecraft day, or at the very least within a few hours, it will not be something that happens in that period, it may not even be something one -can- confidently observe.
