What am I doing wrong? Shouldn't it NOT try to establish a heartbeat because it's NOT a public server?
If your network isn't allowing it, then you need to go into your firewall and unblock it. If you want anyone else other than yourself to join at all, it needs to connect to the internet. Private or not. It needs to go through minecraft.net to even be considered a minecraft server first.

You are an idiot. I can't host it at home because I wouldn't be able to connect from within my university's network.

and yes, It will still attempt to establish a heartbeat because even though its private, people still need to be connect.
But the network I'm on won't allow the heartbeat to be established...it's being blocked.
