Guys, just change servers (if you have it on a paid hosting service) or just change server to known TRUSTED friend that has his PC 24/7 and that will know it wont have any lag. then just dont post the IP on forums again.
Ask for the Email addy of those applicants and send only to those who are accepted.

Re-posting them multiple (multiple) times just makes you seem too desperate to get in, and you're spamming the page, in a way. If I don't say "you're accepted/declined", it still means I read your application, I was just too short on time to go through the large process.
If I haven't sent you the IP, it means that the server is down, and it would be a waste of time attempting to send it.
If the server is up, then it means I was too short on time, and you may PM me.

I'm not sure if this has been suggested already, but why not just use a whitelist on the server? You already have a list of people who you have accepted. Why not filter out who is and who isn't allowed into the server based on that list? A longer wait time to be added to the whitelist isn't really that much of a problem after having to wait for acceptance and receival of the ip.
You wouldn't have to worry about control of the ip address and would have fewer, if any, griefer attacks that consist of more than one person.
