I'm afraid reeds won't burn. Lava wont remove it, or burn it, directly.
Indirectly however, it can turn the water adjecent to it into cobblestone, thus 'unplugging'the reeds because there is no wtaer nearby.
And burining stuff with redstone is not really possible without a mod.
The closest you can get is igniting tnt that lets the lava flow, but else.... I don't tink it's possible...

I guess you could do a combo airlock/lava trap thing, and make it so it catches something else on fire.
Then, where that torch is, going on the other axis, make a redstone-activated water block dealy, so that you hit a switch, the water flows in the direction of the torch, takes the torch out, the sand falls, the lava is free to go where the sand was, then the lava gradually ignites the wood, and the fire can potentially spread (if the wood doesn't burn out beforehand).
They do, but I'm not even sure reeds burn period.

As soon as you turn on the redstone, the lava will start flowing, but won't until then. But it's only a one-time use.
