So, first I am on a Mac, second a 2Wire router. That should give you an idea of what i am using and if you can help. Secondly I was able to get the server running, when my friend and I are on the same wi-fi connection, that is to say the router in question it works fine. When he is on his wi-fi he cant connect, is there someway to fix that? Thanks for the help.
Well when you are on the same WiFi then the router wouldn't block any of your traffic since its all internal to the LAN. When he is on another network I would assume your router is now blocking your traffic cause either
#1) Port forwarding on the router is not set up properly
#2) Your friend is not using your global IP address
Thanks, I will take a look into that. I thought I set the port up correctly, it would work even on the same network but I will change the ip and see what happens. Thanks again.

Really its none of those... It doesn't let you choose the port number you wish to allow?
I set the port to the 25565 suggested and it worked when we were on the same wi-fi. I need to figure out how to allow him to access my server when he is out of town.
