that depends on a number of things.
if you are using windows xp click on start then click on run then type "cmd" and press enter.
if you are using vista or windows 7 click start then type "cmd" and press enter.
a black window will pop up then type "ipconfig" and press enter
now a bunch of info will pop up. your are looking for something that starts with 192.168 or perhaps 10.0 but will most likely end with a 1 or 254 (ie 192.168.0.1 or 10.0.1.254)
this is the address to get into your router.
the problem is if you mess anything up you may loose your internet. If you are ready to risk that. take the number you found in ip config and post it into your web broswer (ie http://192.168.1.1)
you must then log in to your router useing a user and password. usually user blank and "admin" for password.
then follow the instructions above. to help you better we would need to know what kind of modem you are using, what kind of router you are using, and what kind of computer.
perhaps you have a all in one modem and router? it's hard to tell you what to do when there are so many options.
you may want to look into getting a amazon linux server, or a lunarpages linux server. they are inexpensive and everyone can log into it.

so you bascially need to go to services and add a custom service called minecraft and forward tcp port 25565 to whatever ip your server is running on. you may even be able to choose the computer from a drop down list of connected computers.
Also, if you want your friend to join a LAN server, because I barely understand what you are asking, just do
run>cmd>ipconfig
take the obvious IP and paste it in the server.properties where it says "ip="
Then connect to it.
