They've been really helpful and have answered ALL of my questions. I've learned a lot from them on the aspects of maintaining a server. I fully recommend them. I've had 0 issues with my Minecraft server.

I tried hostedgameservers.com and they were a horrible hosting server company. I'd had many hosting servers and they kick the bucket as one of the worst. There support is very very poor and the staff is rude. I tried to get something fixed and it takes days for them to reply to you. If you try to get a refund they just pass it off and say it's not there servers that is the problem even tho it clearly is.
I give it a 1/10 and I'm not the only person it seems to have had problems with them.
I am new to servers (as in like a week) and would like to rent a host for a server. I really know nothing at all, so I was wondering if somebody could explain what everything is. I also am wondering which host would be good since I have a low budget for the service, but want a good one.

Not enough is posted. For instance, I saw that I was charged extra for backing the server up. So what you're saying is if I don't choose to get that, my world will NEVER be backed up? That seems very ridiculous!
To run a server without ever backing up is just waiting for a bomb. To charge extra for what's quite seriously a necessary feature seems kind of cheap of them. Yeah, the gameservers themselves are cheap, but it's extra $$$ just to be able to back-up. Surely I'm mistaken?
This is the biggest drawback I'm having at the minute. I'm interested in purchasing a server with them but not if that's how things are going to be ran. If they're doing that for backups, it's hard to say what else they're hiding in the background that you need to have but will cost you extra cash.
No way of immediate contact with support is also very very problematic. What if I need help with a mod, or my server crashed, or something happened on your end? What if I just have a general question? Asking via ticket takes too long when with every day that passes that's 1 day out of my month that I paid for that I won't get to have for my server.
Much more information needs to be provided. How easy is it to install mods, for instance?

i dont have any info about artofwar specifically, but i agree with a lot of what you said.
a lot of the companies have "fake" looking websites. minecraft just got real big real quick. and a lot of the community took it upon themselves to start the "hosting business" (which is good). so - its easy to make a cheap website, and thats what a lot of them have done.

as far as the backup - i feel the exact same way. for whatever reason though, multiple companies seem to have the same business model of charging for them. not sure why. i agree that this seems like something that should be "included".
After thoroughly looking through each of the following sites for about an hour, I've come to the conclusion that XenonServers provides the best service for the lowest price.. Any objections before I make my purchase? (And thank you for making this list, it made life a lot easier for me)
