You should really try getting a Ghast into an already moving Minecart.
Edit; I just tried, I had two carts, one with a sheep in it and the other one empty, I had them on a track that looped around into the inside of a Ghast cage similar to yours. I turned it on Hard and a Ghast spawned instantly, it was caught up in the minecart and was propelled outside of the cage by the track.

Interesting, I'll do more testing on this. I wonder why the ghast in my video wouldn't go in a non moving minecart.
I think the way the Minecarts work is that they have to be moving and hit a mob for them to enter the cart. While occasionally a mob will push a cart, making it move, then move into it. Ghasts don't appear to bump into minecarts very often.
That would be great for a large SMP castle - have towers with minecarts on them, trapping ghasts for use as slave guards. Or make a track around the whole structure so they can do rounds.

Correct, I got a Ghast to enter my Minecart.

Can't get video, but all it took was a moving minecart and a ghast to cross paths.. With the help of a fishing pole.
