Minecraft seems to get progressively more laggy the longer I own it, and I'm trying to figure out why.
I used to be able to get double digit fps even on far render. Nowadays I have 2 fps on tiny.
It irritates me, because the lag is usually so bad that I can't build anything, and even typing is slow and difficult. I could probably do more for my server if I was able to interact with the world directly.
I noticed that when I first got the newer spoutcraft launcher, I had abnormally high fps for a while, but it dropped back to the level I described within a coupled days. The Spout people said that the launcher did absolutely nothing that would have reduced lag, so I'm not sure why this would have been the case.
Why am I getting this insufferable lag? My laptop is only about three years old. It can play ridiculously new games like Civilization IV and Starcraft II just fine (not that either of those two were worth playing), but Minecraft is a consistent problem.

The bar chart in the debug screen will show you what is probably the issue. If it's spending a lot of time on "ticks" then it's primarily the cpu, maybe more memory could help but probably not. Usually when I see lots of lag, the tick portion of the bar goes way up in size. Minecraft is a different type of game. The world is "huge" and absolutely everything in the world has to be kept track of. So that's a lot more cpu/memory required than those other games.
Rain, Snow, Jungles, and Ravines. The rain and snow has tons of particles, in each drop, so it has so much running at once. As for Jungles, it is just because of the massive terrain generating. Ravines, because of the lava, water, ores, and mine shafts generating right in front of your eyes. I have yet to wonder why ocean biomes make you lag.
How does it perform on singleplayer over multiplayer?
It could be a simple connection/router/provider issue.

Try using optifine which boost fps in most cases.
Maybe its overheating which can cause lag, but since your other games work fine its probably not.
Unfortunately, Optifine is not compatible with Spoutcraft (however, Spoutcraft offers most of the same lag-reducing features.)
Well, the last time I played a new game that wasn't Minecraft (Tropico IV, specifically), it played fine, but that was months ago. Is it possible for my computer to suddenly develop overheating issues?

EDIT: Turning the chart on, it appears that about a fourth of the circle is ticks and the remaining three fourths is render.

Well, I do spend a lot of time in a jungle biome, but all the nearby trees have been cut down. It also has an ocean by it, where I spend a good deal of my time (the spawn city sprawls into the ocean). Would that make a difference?

The main reason anyone has lag is because notch coded it on java... meaning that if your computer does not run java very well it will give you lag in minecraft, if Jeb codes it in to a different system then it would probably run better, but that is very doubtful because it would take too much time to code it over. One other thing i have found that if you have a laptop it runs infinitly better with the charger connected instead of having it run on the battery alone.

When was the last time you gave your computer a good system clean up or a fresh reinstall? I built a gaming system for my cousin using upper mid-range parts.... less then a year later it was a complete train wreak, and even had problem running WoW. I'm talking a sheet of dust wool on every vent, at least 2 fake anti-spyware programs, tons of malware, takes a few minutes to boot, browsers ran like crap, 3 visible tool bars, and system wide pausing every few minutes.
Moral of the story... if you don't take care of it, it will run like crap.

No, not the computer. All Java's fault. It's not very reliable, you know. I don't even know why they use it on like everything in existence.
I think it's because it's easy to work with and is able to be used on all operating systems.

You may have malware, run a full scan with Malwarebytes.
If that is not the case, you might have a lot of background programs running, or your antivirus might be running a scan while you play.
I'm extremely noob with this sort of stuff. What is this and how do I use it?

Download Malwarebytes, install it, and run a full scan.

More importantly, what do I do in the event that it actually finds something? It's not like I'll be able to convince my parents to pay someone (or even let me pay someone) to remove it for me on a computer that I won't be using in a couple weeks anyway (we're getting a new computer).
Java isn't that much slower than other languages, C for example. Minecraft can be slow because it is doing many, many things in a very little amount of time. Because of the fact that Minecraft randomly generates terrain in front of you is a major factor. GoldTools is correct as well, extra particles can lag any computer. You can disable them in the settings. You may also want to try putting the performance to "MAX FPS". On computers that support it, enabling "Advanced OpenGL" can get rid of a lot of lag.
For example, with AOGL turned off I get around 50-60 fps. With AOGL on I get a consistent 150-200 fps.
I already have AOGL set to Fast, which the description says is the fastest option available :/.

Well, I'm a moderator on the forums and I'm linking it, for one. Malicious programs are banworthy here.
And because I use it every day to remove malware from customers' computers. Most of the computer section on this forum uses it as well.
More importantly, what do I do in the event that it actually finds something? It's not like I'll be able to convince my parents to pay someone (or even let me pay someone) to remove it for me on a computer that I won't be using in a couple weeks anyway (we're getting a new computer).
You don't pay anything, that's why I recommended the program in the first place. The free version can detect, remove, and remove any trace of pretty much all malware out there. When you're done, either uninstall it and never look at it again, or keep it around as a scanner for a second opinion other than whatever AV you are using right now.
Just be sure to hit "No" if it asks for the free trial, that will activate a trial of the paid features which it doesn't seem like you want (again though, to get rid of it, just uninstall it).
As for Java, it doesn't make a difference what language the game is coded in, at all. The problem is it is terribly optimized and most of the coding is pretty awful. There is a lot of junk code that is either redundant, not needed, or is just there to occupy resources.
