The idea is to add an attribute that allows tools to mine items while keeping the NBT data. This is NOT a suggestion about making silk touch do that, it's an attribute, which you can't get in survival/adventure, you'd need to cheat to have this tool or it'd be in a custom map.
This would allow map makers to, for example, give a special axe/pickaxe in an adventure map that can pick a chest/dispenser with its contents, basically a backpack.
Edit: If you didn't get it, it's the same mechanics from the creative Ctrl + middle click
Other features (that differ this idea from ender chests)
-You can have multiple storage units
-The size can be customized a little, since it can be used with dispensers/droppers and hoppers
-Chestception - could be too OP in some maps, but you can prevent it by limiting the tool to mining only a specific named item (at least i think you can do that, since the storage blocks keep their names inside the inventory when placed); or you can just prevent the player from getting another chest/dropper/dispenser/hopper

This is a fairly interesting idea. However, it fails to account for the fact that chests can store other chests. So, the result could be "chestception". I don't think we want that, because it could get really complicated, really quickly. This would be very nice for picking up Mob Spawners, however.
You could balance that by giving the tool with a specific durability, just wanna make sure they can't repair it then. (but there must be another way around that aswell)
Edit: i see now, that would limit the use too much for certain situations
Edit2: if the map doesnt have crafting tables or doesnt give access to redstone, pickaxes with this attribute would be balanced if using dispensers/hoppers, since the player wouldn't need to have access to more than one of them, and if they're needed in the map, they can easily be covered by some vines (or any other way that they prevent you from stealing their contents)
I like the idea, as it would be very useful. However, (not sure if this is the same thing Double_Jumper said) you could silk a bunch of chests that all have items inside, and basically have an inventory of..a lot of slots.
I would definitely use this when mining. It would remove the need for going back to your house every 10 minutes to drop off supplies.

just cause science fails to explain something does not mean its real (afterlife,big foot, ghosts etc..) does not mean its fake try to stay opened mined instead of closed

Last time i checked you couldn't do this manually in survival, this is a feature to be used and balanced by map makers (as the other attributes), and this would allow multiple units to store the items, aswell as a bit of customization on the size, since you can use with dispensers/droppers and hoppers
And as Minipete said, you can use this to pick spawners aswell

The reason this isn't overpowered is because you can't get these tools in simple survival, only if you can cheat or if you're playing a custom map that has this tool. I'm not talking about silk touch being able to pick the chests, i'm talking about the tools attributes, like custom boots that give you speed when you hold or wear them.
Full support. This would be useful to many mapmakers, and a fun thing to play around with.

Removed the idea of picking up spawners. After a second thought, i realized it'd only cause more balancing problems, and it doesn't make much sense with the original idea.

what I mean is you can /give or /summon your self command blocks that already have commands in them, the commands those command blocks are stored as NBT data, the same way chests store items as NBT data, thereby making chests will preset items highly possible. Here's a showing this.

You can already specify the items in a chest with /give command, the same way Ctrl + Middle grabs it with the items. My suggestion is simply to make this possible in a survival/adventure custom map.
