It's called water. It's a magical shield where zombies go in the daytime to have fun and to make a splash, and where skeletons go to wash their dusty bones. And it's driving the Steves insane.
Imagine a beautiful beachfront manor. Now imagine sleeping in that beachfront manor. Now imagine waking up and walking onto the cool morning sand. Now imagine looking at the ocean, realizing that it is filled to the brim with decayed or decaying creatures of the night, floating around like the sun is nothing. Swimming. Waiting. Waiting for the night to come so they can crash your nightly skinny-dipping beach party.
Now, this doesn't make sense. The sun should burn them. Sure, the water may prevent combustion, but the heat is still on them. Even if they aren't on fire, they should still burn. Don't you sunburn in the water? Yes. You do. Why should the undead be any different?
It's also not very fun, gameplay-wise. Who would want a swarm of angry undead enemies swimming around when they SHOULD be dead, when they SHOULD be gone, during broad daylight?
Which is why I suggest that the Undead be damaged by the sunlight when in the water, even if they don't combust. Their AI should also encourage them to go into the shade. Naturally, this wouldn't be very nice to the Undead, which is why I also suggest that Undead coming out of the water recently will be damaged, but not combusted by the fire, allowing them time to escape into a nice dark cave without forcing them to set themselves on fire. Not only is this a better alternative to have them jump into a pool of water for an entire day, it makes more sense and is just plain cooler.

Excellent suggestion, the zombies / skeletons should go look for a place for hide even before the sun is already in a position that makes them burn, would be like a "fear of what's about to come"
Edit: I mean look for a cave when the sky is becoming yellow / red, not in he middle of the night
Let them stay in the water - But if they die in the water they "Contaminate" it.
Contamination would then be shown as varying shades of darkness. A pure black contamination would be like acid/fire to you. While other levels of contamination would cause differing effects such as turning the fish into pirhanas. Making squids hostile. Attracting mobs to the general area...etc.
Contamination would be stopped through purification. Or by keeping monsters out of the water and letting the sun cleanse it over time.
I'm afraid that if this is added, there will be a massive buzz on how easy MC became. Not only that, but then it wouldn't be "canon" to MC. Undead would still combust in rain, as the only thing that keeps mobs extinguished is the falling water. No support.

Sorry, but I think it is fine how it is. It may be annoying to you, but if we removed everything annoying in minecraft... well, that speaks for it's self. And by the way, saying it doesn't make sense is a bit silly in a game where you punch trees.
Perhaps, but seeing as you start with no tools, it's kind of a requirement to be able to punch trees. Everything else in Minecraft makes rather good sense by comparison to zombies chillin' in the Dead Sea.

Actually there is a mod where you can't punch trees so it is not actually required. I imagine that zombies burn because they have incredibly flammable skin, therefore when they splash themselves with water, their skin can't ignite so they are safe.

Easy? Their AI could be changed so that they hide under trees for shadows, instead of in water. Rain also has large clouds, blockig the sun, so they wouldn't sunburn.

If I was on fire, I would go into the water, not the shade.
If you were being blistered and broiled by the light, you'd probably go try to get as far away from the light as possible, which isn't the water. Why? Because water is transparent. At least it should be transparent. Minecraft water is broken, but still.

Well by this logic moonlight is just reflected sunlight so mobs should burn at night too.
But it is very dim sunlight, and light can be altered after hitting certain surfaces. Zombies don't combust under a nicely shaded tree, even though there is more sunlight hitting them than at night, so not really.

I suppose you're right, I was kind of kidding there. However, look past physics and into gameplay mechanics. This would make Minecraft just that much easier, as if it's not way too easy as is.

In minecraft, zombies and skeletons get set on fire by the sunlight, so they seek a place that lacks sunlight or a place that prevents fire from burning, I put it in bold so you would understand. That is how minecraft works, it is not going to change, it is not going to follow the normal laws of logic, it's Minecraft.
What I hate about these threads is how the author wants minecraft to work logically, which cannot happen. If the burning up system was made to be logically airtight, then the rest of minecraft would have to follow suit; zombie pigmen would have to die in the lava, trees would fall when chopped, you would have to make tools to use in a crafting table, and punching trees wouldn't yield anything, you would have to find sticks on the ground and use tall grass to craft a makeshift ax to break the tree down, and then you could use wood. See what I mean? Making minecraft logical would be no fun.
