For Jungle Biome you probably would want to, any area not discovered yet may have it, but any area you already discovered wouldn't. For blacksmiths chest, if the chest is in an undiscovered location, then it would probably have those items, but wouldn't if it is an already discovered location.
Since we don't know what is in TU9 other than the End, which I'm 90% sure you don't have to restart to access, nobody knows. Blacksmith chests should be in TU9 since they were added to the PC in 1.1 and that is what TU9 will be. If they are, you will need a new world if you've already found all of your villages because they've already generated.

Also when I updated from 1.8, I had the old swamp biome that didn't have the dark green grass on my world, but after the update, it didn't seem to become swamp like. Half of my world is explored. I tell people not to go away from the creations because I'd like to have a jungle spawn over there.

No, the seed defines the generation. Since the seed doesn't change every time you enter the world, you're only bet would be to quit without saving and try again after the next update.

If you leave the seed empty and create a new world, 4J has tried to make it so that your world will have at least one of every major biomes.
I have yet to see a seed that has every biome. That would be a Forest, a Desert, a Tundra, a Taiga, a Swamp, an Ocean, Mushroom, Extreme Hills, and Plains. Most of my maps omit at least two of those and I've only found one that only omitted Mushroom and had everything else.
If you know of one, I would sincerely love to get the # for it, it would probably be epic.
There aren't any major biome changers expected for TU9 as of yet, a few gameplay mechanics here and there, but not much. We'll have to wait until 4J hints us towards any new features. Honestly, any world is basically trashed after a TU has been released, you're either missing out on most of the features because you already explored most of it, or your biomes are completel mish-mashed due to the new biome generation coding. I dabble in my old worlds for a bit after TU is released, but eventually end up starting a new adventure. Even if you choose to keep most of your world unexplored for potential new biome generation, it generates oddly, and the rest of your world is in termoil. I say your better off starting a new world.
As a general rule, I find it better to start a new world to get the new stuff. Exploring a new world from scratch is fun and that way, the climates and biomes match up correctly and there are no issues with shear, squared off cliffs where the old and new terrain generation meet in an old map with unexplored areas. Ihave kept one old world; but on that one I had explored all the terrain before any updates; so it will never have any of the new terrain. The climate has changed twice now, so I'm curious to see what the final climate for the world will be after all the biome changes are done.
