1. Find where your java.exe is (search your C:\ drive.. probably in Program Files.
2. Open serverstart.bat in notepad
3. Find where it just says "java" or "java.exe" and replace that with the full path, like C:\blah\java.exe
4. Try again

Might the problem be in your Path variable? I remember, when I started modding, being told to put the location of java.exe into the Path environment variable in Advanced System Properties.
I haven't actually worked with Bukkit, so if it's a problem there, I'm afraid I can't help much.

Open Notepad (Start > Programs > Accessories) and then do File > Open and find your .bat file.
The full path to your java executable might be something like C:\Program Files\JAVA6\java.exe (but I'm at work and don't have JAVA here so I can't check for myself). Just typ that in instead of where your batch file just said "java".
P.S. do you think you're qualified enough to be hosting a Bukkit server if you don't know how to do these things?

Like I said earlier, you might try putting that path into your system's Path environment variable. This allows programs to find and run Java functions without hunting all over your files for them. Environment variables are located in Control Panel->System->Advanced System Settings->Advanced tab
