"Work In Progress." Means exactly what it says on the tin: the creator is still working on whatever it is. Usually WIPs aren't released to the public.
Actually, Minecraft is a WIP since it is still subject to change. Some mod authors use WIP for released mods to indicate that the mod is usable, but unfinished. Other mod authors use it to indicate the mod is something they are working on but has not been released.
