I don't have this problem...do you have any invalid program and what graphic card are you using?
There seems to be an issues with gbuffers_hand.fsh/vsh. Take an enchanted Item in to your hand, it's pretty black Fixed that here by messing arround with this 2 buffers.
Update to the latest AMD drivers to have transparency on blocks with shaders. 13.4 are the stable drivers and 13.8 are the beta drivers, 13.8 may be compatible with more shaders due to them having more OpenGL extensions that were missing from 13.4 and older.
Optifine now loads with Forge if you wanna go take a look.
It loads but will it load a server? For me it loaded too. But when I tried to join a server I crashed.

Another bug i realised: Single Chests and animals start to wave in the wind every few seconds. Looks pretty weird.
As this happens with every shaderpack I'm using i assume it is a bug in the shadermod itself.
I don't have this problem on GLSL 1.6.2 Beta 9 at all.
I've used SEUS v10.0, SEUS v10 RC7, Chocapic's, and Sildur's without issues. With shaders on 'internal' or 'none' is fine too..
I would try updating your video drivers or something...
I've used ATI @ 13.4 and nVidia @ 320.18 / 320.49.
This is a known issue when it comes down to some mods (Chicken_Bones stuff).
He's got a link to the scala libraries that you can put into your %appdata%\.minecraft\mods folder. I use it myself.
What version of forge are you installing? This mod is built for 804, and I'm using 818 -- I don't think either of them download & use the scala libraries..
I haven't tested any of the newer builds, the 820's wreaked havoc. Might have to upgrade to 835/840 to test out Optifine support (should be easier for Karyonix to work in code patches now that they are both Forge compatible :D!)..
Sounds like a server error, maybe the scala download link is broken (changed versions maybe), or the server is down.. Like I said, Chicken_Bones had the same issue, couldn't get that library to download on the fly either...

I would be more interested in if it happens with other Shaderpacks, or just Chocapic's..

EDIT: Allright, more info ! I would see if you can't disable the onboard graphics on your AMD processor, or see if there is some way in the Catalyst Control Center to force Java.exe/Javaw.exe to use the main graphics adapter?
Sounds like it's trying to use the onboard graphics, which causes the crash and burn.. The old version of Rudoplays would have been built on an older version of SEUS that runs OK on older hardware.
Either that, or update your video drivers and see if that helps. AMD is at 13.4, or 13.8 if you want Beta (the 13.8 Betas use new OpenGL instructions that should help speed things up / fix 'unable to load composite / final / gbuffers_terrain_lit' issues).

I would check installed MODS then to see if the issue lies somewhere else..
I have not seen abnormally glowing blocks or waving chests/animals in quite some time (happened in some special circumstances in 1.5.2 betas if I recall).
I've got a list of mods working with Forge 818 and GLSL Shaders Beta 9 posted somewhere recently.. I'll see if we can compare, and figure out if one of them is causing it (or just remove all your mods temporarily, make a new world, and check to see how it works).

Forge, Shaders, Rei's Minimap, FPSPlus. That's all. So only one Mod wich has something to do with the graphic. Anyway, I'll try it without the non required mods. Maybe FPSplus causes those effects.

And the other rain thingymajiggy: open the v10 shaders, go into the shaders folder and open gbuffers_weather.fsh with Notepad++.
Now, go to line 14 and change 0.0f into 1.0f. That should be your fix!

AMD is OK to use the betas from what I hear, but *do not* use the nVidia Betas!
From the looks of things, I would say the cause of his MagicLauncher / Shaders not working issue is that he has Optifine loading too.
He's lucky his MC isn't crashing...
I've had the bug too. Just install the latest graphic driver (if there is none try a beta) and it will work
its Tuesday for me and I rember karynoix posting something about optifine support on Monday???

Hmm, I would check your video card driver, and maybe the version of Forge you are using.
For ATI use 13.4 or 13.8 Beta 2, and for nVidia use 320.00 or 320.18 or 320.49 (no betas!). Make sure Advanced OpenGL is OFF.
You should be able to use Fancy Graphics without issues.

Well, just in the name, but I noticed the filename I downloaded. You had the correct version in your install instructions.

Once you have the blockish odd shadows fixed, this mod will be perfect.
EDIT UPDATE : I spoke too soon. The rain doesn't show when it is raining. If you are on the ground, you can see it hitting the ground, but that's all.
The rain is a SEUS v10.0 problem, it's easily fixed.

Also whatever you did, the hand is now transparent even with your shaders (0.96).At least when you look at shadows.
