--For one not to 'cheat'(massive mob collector/dungeon monster collector) the best spot is a desert. I can get levels just as fast if not faster than a dungeon collector.
This is one of those classic balance situations that has got to be hard for them to figure out how to deal with.
On the one hand, you have people who routinely make massive mob grinders and experience farms.. so you want to have the levels/enchantments take a long time, so they are not routinely maxing out left and right.
At the same time, more casual players who don't build grinders and only kill mobs at night, or while spelunking, deserve a more lenient system that allows them to try these higher level enchantments without resorting to mob grinders.
It's a tough call how to deal with it. I personally think all the requirements on things are too high. But I think it's that way simply because they know that a large portion of Minecraft gamers are power gamers who make mob grinders and exp farms.
So casual players are sort of forced to play in a manner that is different to their desires. That isn't really fair.
On the other hand maybe "casual" players are also those who could settle for a level 10 enchantment rather then obsessively having to go for max level every time?
In other words, a game should be made in a manner that a casual player can never fully experience all the content? That wouldn't normally be stood for in almost any other type of game. The expectation is that all players are able to enjoy all content, whether casual or obsessive grinders.. (it goes both ways, some are too obsessive about grinding and making things take epic levels of work).
I realize it's not an easy thing to change or deal with. I'm just saying I can empathize with those who don't want to go to those lengths to get the good stuff.
Grinding is common in games.. but surely there is a line somewhere, in every game, where it can go too far. How about if levels took 100 times as long as they do now? I think even the most determined grinders would think that was too far.
There is a line somewhere. It's just a question of where it is, and where it should be. And I feel that the current system is too heavily weighted towards the extreme grinder.
The only thing the game needs to be balanced on is ssp legit.
Either you run around killing things or you keep deleting Dim1 and re-fight the dragon for ~105 levels, I've never understood the point of mob grinders.
Multi can compensate for lag by changing to normal mode and mob grinder/dragoniers, they cheat to get exp, why not let them have it all?
What you can do is set up a "sniping" area. Basically, all mobs can't see you when you're behind vines. Make a comfortable sized roof above you, get rid of the walls, and place vines. Make sure that a sizeable area around this sniping range is unlight. Then you can shoot them with arrows and get your xp!
I hope this helps, at least you don't have to make ginormous structures just to get some xp.
What i recomend is to find the most flat place, for example desert or plains (biomes) or big caves with kinda regular ground. You could also light all the caves below that area or at least great part of it to increase the spawn rates around.
Another thing you could do is to find big mountain holes where is dark in the daylight so you can do it any time of the day. I actually found a map where the spawn point is near a big cavity on the mountain (goes through it) and its pretty big.

Legit is playing by way of how the game is supposed to be set up. I mean yeah it's sandbox, but the only 'legit' way is moving over land killing things with sword/bow/potion/flint etc. the whole point being your running around to get your exp and not deleting files or relocating mobs with a mechanism to dispatch them by easy means.
Deleting the Dim1 to fight the dragon is probably the most exploit-oriented way considering every 20 or so min you're getting 105 levels of exp your not supposed to get again. If I made the dragon it would've dropped 30 levels.
But spending anywhere from 30 minutes to an hour afk while mobs build up to kill is boring and not something a casual player would do.
Like I said, it's a loose term. Despite what the OP said, he may still be open to the idea of an XP grinder. The method prescribed by Jsg is actually one of the easier ways to gain XP, so it may be within the interest of a casual player.

Eh, maybe. But I wouldn't consider it casual as they still have to afk for long times to build up the mobs necessary to get a chance at the good enchants.

Just insure you have a sharp sword and good armor each night in order to stay safe.

You basically have two ways to get a lot of experience:
Now to most people - including myself - a greater time investment means less casual.
And to utilize that mob trap, you have to wait several hours while enough mobs build up to level up past 40.

Enchantment is pretty much only for the non-casuals as it really rewards those who've put a lot of time into grinding.
