For low prices, I'll look into the AMD APU products, that'll run minecraft pretty well. At all costs, avoid intergrated intel graphics, even the new HD3000 from intel struggles a bit with minecraft.
When it comes to such a low end build though, you'll probably want to stick with a pre-built. This is because windows 7 OEM costs $100 on it's own, which clearly is too much. Unless you are willing to use a linux distro or something, of course.
Even then, getting a build for $200 is quite difficult. You could get something like this from ebay, though I'm not too sure about it.

Building is almost always the more profitable option, but like Christoi said, Windows 7 alone costs $100 which only leaves you $100 for parts which is nothing. Your only real option for a $200 computer that can run Minecraft at 30+ fps would be a used system bought online. The majority of alternatives to buying a used system are too expensive in this case.
your not finding a prebuild computer under 200 dollars easy anyway and it will not run minecraft smoothly. your best bet will be save up and build your own. its cheap and easy takes about 1-2 hours max! of course not installing windows but you can do that while you sleep and wake up and finish!

CPU: Intel Pentium G2020 2.9GHz Dual-Core (I know its dual core, but it has the latest 22nm technology, unlike ALL of the AMD processors, none of which use that 22nm) $64.99

Case/PSU: Logisys ATX Mid Tower w/ 480 PSU: $29.99
Motherboard: ASUS Intel H61 Micro ATX: $64.99

It'll get you about 40+ fps in minecraft. I've seen people even run the shaders mod at about 20+ fps, which is still nice, though not completely smooth.
If you mean the PC version of minecraft, then I don't have the slightest. Not to mention that this changes constantly as computers and components get faster and cheaper every month.
However, the Rasperry Pi should have an mc version by now, if not the near future. The Rasperry Pi costs about $35. All you need to provide is a keyboard, mouse, monitor, speakors and other accessories, but anyone can probably fine some lying around the house somewhere...

I have 3 words for whenever I end up being asked a similar question by someone, ebay Dell Precision. Seriously good bargains if you want a computer under $200 that still has plenty of grunt in it.
Quad-core X5355 Xeon Processor, 2.66 GHz, 8 MB of L2 Cache (that's as much as the current i7s!) . Sure its based on the old Core 2 Quad architecture but it still keeps up no problems with the AMD A8 and previous generation 45 nm i7s. More that enough for Minecraft.

FX4600 is based on the G80, which was released at the end of 2006. HOWEVER, it is well know as one of the strongest chips that was offered for its time. It ended up being re-used by nvidia with slight tweaks for two further generations, the 9 series and the 200 series. Its more powerfull than an ATi 4770, but slightly slower than a 4850. Which means it currently sits around the same power as a 7570 or 6670, both 50-60 dollar cards currently. Sure, not uber powerfull, but easily as fast the the top of the line amd A10 chip's intergrated GPU, which currently costs as much as this whole computer by itself. NO problems with Minecraft.
Dude is running Just Cause 2 at decent settings and framerate, with half the RAM and half as powerfull CPU.
Only downside is the 160GB HD is a bit on the small side, but its more than enough for WIndows and Minecraft, should leave you with 120GB+ left over for other games.
PSU in these things are very high quality unlike their desktop counterparts since they are workstation grade, and also very silent. These models are used in CAD, engineering, design and animation. I actually still use a T3500 (with slightly beffier CPU) at work for GIS analysis no problems.
Search around, your local PC parts broker, the ones that sell ex-lease PCs, will have hundreds of licences from ex-rentals, they'll probably sell you one cheap. XP and 7 Home Edition should be pretty cheap as well online, I wouldn't pay more than $40 for either of them.
So you can get a pre-built for under $200 that will run Minecraft at 60+ frames no problem, you just need to know what to look for. If you have any further questions you can message me or post back.
I know you don't want to bui;d it, but it will be your only choice. Look on google for a good combo fo parts, and install Linux/Ubuntu. It's free and will not take money from the parts.

If you build your own for $200, it will be garbage still, but can actually run the game.
